PayPal Offers Purchase Protection on Preloved Items

Changes announced today mean that items purchased using PayPal on any site, including Preloved, will be eligible under the PayPal Buyer Protection scheme.

In the past, if you had a dispute over an item bought from a site other than eBay, you could only get back the funds if your seller had the money in their PayPal account.

From the 1st November 2010, if you make a valid dispute or claim for an item not received or an item significantly not as described and win it, you will be reimbursed under PayPal's Buyer Protection scheme. This is the same protection you'd get for items bought on eBay.

For a claim to be valid, your purchase needs to be for tangible goods that are bought with PayPal and shipped to the address you used in the transaction. A dispute needs to be raised within 45 days of the purchase date and this needs to be escalated to a claim within 20 days. You should also read through the PayPal user agreement to make sure you know what does and doesn't apply for buyer protection. For example any personal transfers of money or purchases of cars or custom made goods aren't applicable for protection.

Purchases vs. Personal Payments and Gifts

When sending money through PayPal, you are asked to specify whether the money is for a purchase or is a personal payment / gift. It is important to note that personal payments and gifts are not covered by PayPal's Purchase Protection scheme and so should not be used when paying for an item.

Making Payments by PayPal

To make a payment to a seller on Preloved, simply log in directly to your PayPal account and make a payment to the seller's email address.

Making a Claim

You should begin by filing within the PayPal Resolution Centre. PayPal will facilitate communication between you and the seller. If you're still not happy with the result, you can escalate the dispute into a claim.
