PayPal Offers Purchase Protection on Preloved Items

PayPal have announced that from the 1st November 2009, items purchased using PayPal on any site, including Preloved, will be eligible for their Buyer Protection scheme.

Before 1st November, if you bought an item from a site other than eBay but didn't receive it, you could only get back the funds if your seller had them in their PayPal account. Now if you make a dispute or claim that is valid as an item not received and win it, you will be reimbursed under PayPal's buyer protection scheme. This is the same protection you'd get through on eBay protection for items you haven't received.

For a claim to be valid, your purchase needs to be for tangible goods that are bought with PayPal and is shipped to the addressed you used in the transaction. Claims need to be made within 45 days. You should also read through the PayPal user agreement to make sure you know what does and doesn't apply for buyer protection. For example any personal transfers of money or purchases of cars or custom made goods aren't applicable for protection.

This only covers situations where the item is not received. However, if you fund your payment using a credit or debit card and when received you find the item is significantly not as described, you may be eligible for protection under the Consumer Credit Act for credit card payments, or the Chargeback Process for credit and debit cards.

Preloved always recommends buying items face to face as it means you can examine the item before handing over any money. However, if it's too far to travel and you need to send payment for the item to be delivered, PayPal is now an excellent choice for such a payment.
